Authorizes the Commissioner of Health to assume responsibility for non-emergency Medicaid transportation costs from local social services officials and to contract with transportation managers to provide these services.

Requires transportation reimbursement rates to include public transportation options that reflect the cost of service and be subject to Commissioner review and approval after consultation with local officials and the interagency coordinating committee.

Reduces the Interagency Coordinating Committee on Rural Public Transportation from 19 to 16 members by eliminating positions for the State Advocate for the Disabled, Secretary of State, Director of Office of Rural Affairs, and Director of Division for Youth.

Requires the committee to submit biennial reports beginning October 1, 2014 to the Speaker, Senate President, and Governor on non-emergency Medicaid transportation management in rural areas, including cost savings, transportation modes, and public transportation utilization rates.

Directs the committee to examine and recommend reimbursement rates for transportation managers in counties with populations of 200,000 or less, with the Commissioner of Health consulting the committee before approving rates.
