Department of Environmental Conservation must create and deliver a report to the state legislature detailing options for intercepting and remediating a groundwater plume containing PCE and TCE contaminants from former Naval Weapons Industrial Plant and Grumman Aircraft Engineering Corporation facilities in Bethpage, Nassau County

Report must focus on hydraulic containment and state-of-the-art remediation practices to remove contaminants without relying on well head treatment, which is designated as a last resort measure only

Report must address preventing plume migration before it reaches public water supply wells of Massapequa Water District, South Farmingdale Water District, and New York American Water Corporation wells, and protecting freshwater bodies, tributaries, wetlands, and Great South Bay salt water resources

Report must estimate project cost, scope, timetable, and outline how the Department of Environmental Conservation, with assistance from New York State Department of Law and United States Department of Justice, would enforce the law and require the United States Navy to pay for or reimburse project costs

Act takes effect immediately upon enactment
