Authorizes the City of Yonkers to discontinue 0.778 acres of parkland in Irving Park for school purposes, subject to a public hearing by the city council.

Requires the City of Yonkers to dedicate replacement parkland consisting of three parcels totaling approximately 22,400 square feet along Ravine Avenue.

Mandates that if replacement land is not equal or greater in fair market value than discontinued land, the city must dedicate the difference toward acquiring additional parklands or funding capital improvements to existing parks.

Requires compliance with federal Land and Water Conservation Fund requirements if the discontinued parkland received federal funding, including obtaining approval from the Secretary of the Interior.

Takes effect immediately upon enactment.
