Establishes salary schedules for nonjudicial court system employees with 2% annual increases effective October 1, 2014, April 1, 2015, and April 1, 2016, with salary grades calculated based on hiring rates, increments, and longevity rates.

Provides compensation increases for allocated and unallocated position employees from April 1, 2011 through April 1, 2016, including annual increments, bonuses ranging from $1,900 to $2,100 for employees with 20+ years of continuous service, and longevity payments up to $6,900 starting April 1, 2016.

Authorizes location pay of $3,697 annually for employees in New York City and Nassau, Suffolk, Rockland, or Westchester counties; $1,848 for Dutchess, Putnam, or Orange counties; and $200 for Monroe County employees receiving such pay as of March 31, 1985.

Permits the chief administrator to withhold up to one-half day's salary in the last four bi-weekly payroll periods of fiscal years 2015 and 2016 if the court system's budget estimates do not become law, with withheld amounts paid upon employee separation.

Applies provisions to employees covered by negotiated collective bargaining agreements and those not in collective bargaining units, effective April 1, 2011, with a one-time lump sum payment of $750 effective March 31, 2017.
