Adds definitions to public health law for "telehealth," "telemedicine," "distant site," "originating site," and "health care provider" to establish framework for remote health care delivery

Requires individual and group health insurance policies providing hospital, medical, or surgical coverage to offer coverage for telemedicine and telehealth services that meet federal Medicare requirements, subject to same deductibles and coinsurance as in-person services

Mandates health service corporations and medical expense indemnity corporations to make telemedicine and telehealth coverage available upon request, with terms consistent with federal law and regulations

Requires medical assistance programs to cover telemedicine and telehealth services meeting federal requirements, subject to budget director approval

Effective date: January 1, 2015 for all policies and contracts issued, renewed, modified, altered or amended on or after that date
