Increases stipends for State University of New York graduate student employees by 2% for academic years 2009-2010, 2014-2015, and 2015-2016, and by 3% for academic year 2010-2011, with minimum stipends set at $8,758, $9,021, $9,201, and $9,385 annually respectively for full assistantships at university center campuses.

Provides a one-time non-recurring lump sum payment of $500 (or $250 for less than full assistantships) to graduate student employees during academic year 2011-2012, payable in October 2014.

Continues funding for multiple programs through July 1, 2016: doctoral program recruitment and retention enhancement fund ($670,000), comprehensive college graduate program recruitment and retention fund ($196,000), fee mitigation fund ($578,000), downstate location fund ($351,000), professional development committee ($168,000), and employee assistance program ($12,000).

Establishes a $50,000 accidental death benefit for employees who die from on-the-job injuries on or after July 2, 2007, payable to surviving spouse, children, or estate in the same proportion as workers' compensation benefits.

Appropriates $2,695,000 from the general fund to the State University Income Fund and $28,000 to the Miscellaneous Special Revenue Fund for personal service costs, with implementation contingent on a ratified collective bargaining agreement.
