Amends Penal Law Section 240.30 to redefine aggravated harassment in the second degree by requiring the actor to have intent to harass and making the offense apply to threats of physical harm or property damage (rather than just communications likely to cause annoyance or alarm).

Expands the definition to include threats made against family or household members as defined in Criminal Procedure Law Section 530.11.

Broadens communication methods covered to explicitly include computer and electronic means, removing outdated references to telegraph.

Updates Executive Law Section 631 to reference the new subdivision (5) instead of subdivision (4) for aggravated harassment in the second degree victims seeking compensation awards for non-physical injury losses.

Takes effect immediately upon enactment.
