Directs the New York State Department of Education to develop a rate-setting methodology for reimbursement of classroom-based preschool special education programs approved under Education Law section 4410 for the 2014-15 school year

Requires averaging the actual costs incurred by such programs for classroom operations over the past three years to establish base costs for the 2014-15 school year

Eliminates any total cost screen, parameter, or other constraint that would limit full reimbursement of actual costs incurred

Takes effect immediately upon enactment
