Authorizes the NYC School Construction Authority to enter into agreements with the Department of Health and Mental Hygiene to access data necessary for developing student population projections citywide, for each community school district, and for each community board.

Authorizes the NYC School Construction Authority to enter into agreements with the Department of Buildings and Department of Housing Preservation and Development to access building permit and construction data, including the number and size of units within buildings.

Requires the NYC School Construction Authority to coordinate with the Office of City Planning, Department of Buildings, Department of Housing Preservation and Development, Department of Health and Mental Hygiene, and community boards to create uniform, citywide student population projections for a minimum of five years to be used in the five-year educational facilities capital plan.

Requires the Chancellor to factor and account for student population data when preparing the five-year educational facilities capital plan and detailed project scopes.

Requires community school district education councils to publish a summary of hearing issues, reasons for accepting or rejecting significant alternative recommendations, and descriptions of plan changes resulting from public hearing comments when submitting recommendations on the capital plan.
