S. 7879 - New York is Home Act

• Establishes "New York state citizenship" for individuals regardless of federal immigration status, administered by an Office for New Americans, requiring 3 years state residency and 3 years of state tax payments (with exemptions for students, caregivers, disabled, and unemployed persons).

• Grants New York state identification cards and numbers to eligible state citizens, which may be used as valid government identification and in place of Social Security numbers for state purposes.

• Extends eligibility for state benefits to New York state citizens including professional licenses, voting rights, public health benefits, driver's licenses, and higher education financial aid without regard to federal immigration status.

• Prohibits law enforcement from honoring federal immigration detainers or providing access to facilities/information to federal immigration authorities except when required by law or with valid criminal warrants, and requires annual reporting on detainers received and honored.

• Protects confidentiality of citizenship application information and prohibits racial profiling by state police; repeals existing restrictions on driver's licenses and student financial aid based on immigration status.
