Creates new crime of reckless endangerment of peace officers, police officers, firefighters, or emergency medical services professionals in the second degree, a Class A misdemeanor, applying to those who knowingly alter, convert, enclose, subdivide or partition buildings without required permits in violation of fire and building codes, creating substantial risk of serious physical injury during fire or emergency evacuation.

Creates new crime of reckless endangerment in the first degree, a Class E felony, when the second-degree crime is committed and either creates a grave risk of death resulting in physical injury to the protected professional, or the person has a prior conviction for this offense within the last ten years.

Effective date is November 1 of the year following enactment.
