Increases the number of family court judges in New York City from forty-seven to fifty-six judges, effective January 1, 2015, with at least one judge resident in each of the five boroughs.

Creates eleven additional family court judge positions in upstate counties: Albany, Broome, Chautauqua, Franklin, Nassau, Oneida, Oswego, Schenectady, Suffolk, Ulster, and Westchester, to be elected in November 2014 and take office January 1, 2015.

Creates five additional family court judge positions in counties: Delaware, Dutchess, Erie, Monroe, and Warren, to be elected in November 2015 and take office January 1, 2016.

Sets compensation for all new judges equal to existing family court judges in their respective counties, or if none exist, equal to county court judge compensation.

Establishes special rules for designating petitions filed in 2014 for the new judge positions, requiring signatures from 1.75% of enrolled party voters with maximum signature thresholds based on county population.
