Removes Willowbrook Parkway from Staten Island Expressway to Great Kills Park from the state highway system and transfers it to NYC Department of Parks and Recreation upon completion of five specified traffic improvements in the area (widening Rockland Avenue, creating new road connections, and constructing a Nadine Street by-pass).

Modifies Richmond Parkway designation to extend from Outerbridge Crossing approach to La Tourrette Park at Richmond Avenue, and transfers the segment from 60 feet south of Staten Island Expressway to Richmond Avenue to the State Department of Environmental Conservation upon completion of three specified traffic improvements.

Designates all transferred parcels as parklands and open space that cannot be sold, leased, or used for transportation purposes without legislative authorization requiring substitution of lands of equal environmental and fair market value.

Requires the state to fund all traffic improvements specified in the act upon application by NYC.

Vests existing and new street portions (including Rockland Avenue and Ocean Terrace/Todt Hill Road) in NYC Department of Transportation.
