Amends Education Law Section 3602 to add a fourth formula option for calculating transportation aid ratios for qualifying school districts.

New formula applies to school districts with 2013-2014 public school enrollment greater than 100 pupils and resident nonpublic school enrollment exceeding 30 percent of public school enrollment, using a 10 percent multiplier instead of 46 percent.

State transportation aid apportionment remains the lesser of 90 percent or the state share of approved transportation expense, with a minimum of 6.5 percent state share.

Approved transportation expense includes operating expenses and capital, debt service, and lease expenses but excludes expenses aidable under Section 1950 of Education Law.

Effective date is July 1, 2014.
