Prohibits the sale, purchase, trade, barter, and distribution of ivory articles (items containing worked or raw ivory from elephants or mammoths) and rhinoceros horns, with limited exceptions for antiques over 100 years old that are less than 20% ivory by volume, educational/scientific purposes, museum transfers, estate distributions, and musical instruments manufactured before 1975.

Establishes new criminal penalties including a Class D felony for illegal ivory sales exceeding $25,000 and increases fines to up to $3,000 or twice the article's value for first violations and up to $6,000 or three times the value for subsequent violations of the ivory prohibition.

Authorizes the Department of Environmental Conservation Commissioner to issue licenses or permits for ivory and rhinoceros horn transactions only when allowed by federal law and meeting specific conditions related to antique status, educational use, or musical instruments.

Requires the Department of Environmental Conservation to post information on its website within 30 days regarding the prohibition on ivory and rhinoceros horn sales and to submit an enforcement report by January 1, 2020.

Allows existing license or permit holders prior to the effective date to continue selling listed items until their licenses or permits expire.
