Amends Vehicle and Traffic Law Section 1642 to allow New York City to establish maximum speed limits between 25 and 55 miles per hour on city highways and designated areas, excluding state highways and NYC routes where the Department of Transportation has established different limits.

Requires cities to provide written notice and a 60-day comment period to affected community boards before lowering an existing speed limit by 5 miles per hour or more.

Prohibits cities from lowering speed limits by 5 miles per hour or more in areas spanning multiple community board jurisdictions unless authorized by local law.

Mandates cities that establish speed limits below 30 miles per hour to submit biennial reports to the Governor, Senate President, and Assembly Speaker by March 1, 2015 and thereafter, including crash data comparisons and descriptions of traffic calming measures implemented.

Takes effect 90 days after becoming law.
