Adds new paragraph 26 to Vehicle and Traffic Law Section 1642 authorizing New York City to establish speed limits higher or lower than the statutory 55 miles per hour limit, with a minimum of 25 miles per hour citywide (15 miles per hour for school zones).

Requires cities lowering speed limits by more than 5 miles per hour to provide written notice and a 60-day comment period to affected community boards before implementation.

Modifies paragraph 27 to allow speed limits below 25 miles per hour (minimum 15 miles per hour) only when implemented as part of traffic calming measures involving physical engineering improvements, not traffic control signs alone.

Requires cities establishing lower speed limits to submit biennial reports to the governor, legislature, and public (posted on city website) detailing traffic calming measures used and comparing accident data from the year before and after implementation.

Takes effect 90 days after becoming law.
