Amends Labor Law Section 904 to establish a tiered fee structure for asbestos project notifications based on project size, ranging from $200 for smaller projects (260-429 linear feet or 160-259 square feet) to $2,000 for larger projects (1,650+ linear feet or 1,000+ square feet).

Requires contractors to notify the EPA Region II and the commissioner in writing at least 10 days before starting asbestos removal projects involving more than 260 linear feet or 160 square feet of asbestos material, or as soon as practicable in emergency situations.

Exempts owner-occupied one or two family homes damaged or condemned during a declared local state of emergency or state disaster emergency from tiered fees, requiring instead a flat $200 project notification fee.

Requires notification to include contractor licensing information, building description, asbestos material quantity, location details, project timeline, removal procedures, and any additional information the commissioner requires.
