Directs the Commissioner of Mental Hygiene, in consultation with the Department of Health, to establish a heroin and opioid addiction treatment and hospital diversion demonstration program throughout the state.

Program shall provide short-term, residential, and peer-supported detoxification and transitional services utilizing existing medically monitored detoxification program beds, with goal of reducing emergency room reliance.

Individuals completing detoxification services must be referred to appropriate recovery services; all certified or licensed programs, services, and facilities may participate.

Commissioner must award grants to eligible programs, services, and facilities to establish the demonstration program.

Commissioner shall submit written evaluation to state leadership within two years addressing program effectiveness, locations, utilization rates, grant amounts, cost savings, and expansion recommendations.

Act takes effect immediately and expires three years after effective date.
