Amends the Family Court Act to include assessment services for substance use disorder as part of diversion services for children and families.

Defines "substance use disorder" as misuse of, dependence on, or addiction to alcohol and/or legal or illegal drugs causing detriment to physical/mental health or welfare of others.

Requires the designated lead agency to determine whether assessment by an Office of Alcoholism and Substance Abuse Services certified provider is necessary when a petition alleges a youth has a substance use disorder that could make them a danger to themselves or others.

Prohibits the designated lead agency from paying for assessment or substance use disorder services costs, except where Medical Assistance for Needy Persons may be used to cover all or part of those costs.

Takes effect 180 days after enactment, with rules and regulations authorized to be promulgated immediately upon passage.
