Commissioner of Education authorized to make recommendations to the Board of Regents beginning December 1, 2014 and every three years thereafter regarding modernization of alcohol, tobacco, and drug abuse education instruction.

Recommendations must include current, age-appropriate information on misuse and abuse of alcohol, tobacco, and other drugs, including heroin and opioids, with focus on substances prevalent among school-aged youth.

Recommendations must result from collaboration between the Department of Education, Office of Alcoholism and Substance Abuse Services, and Department of Health.

If the Board of Regents adopts a new curriculum based on these recommendations, schools must implement it no later than the next school year following adoption.

Act takes effect immediately, allowing rules and regulations for implementation to be promulgated before the effective date.
