The Commissioner of Mental Hygiene, in cooperation with the Commissioner of Health, shall develop and conduct a public awareness and education campaign on heroin and opioid addiction.

Campaign shall utilize public forums, social media, mass media (internet, radio, billboards, posters), and the Office website to reach audiences.

Campaign materials shall be tailored to educate youth, parents, healthcare professionals, and the general public on the risks of heroin and opioid abuse, signs of addiction, and available treatment resources.

Campaign shall enhance awareness of the opioid overdose prevention program under Public Health Law Section 3309 and the "Good Samaritan Law" protections under Penal Law Sections 220.03 and 220.78 and Criminal Procedure Law Section 390.40, and reduce stigma associated with addiction.

Act takes effect immediately, with rules and regulations for implementation permitted to be promulgated prior to the effective date.
