Corrects "identify" to "IDENTITY theft" in the definition of non-transactional fraud detection within the enterprise fraud prevention and detection system.

Renumbers subdivision 5 to subdivision 6 in section 8-c of the state finance law and adds a new subdivision 5 requiring the judiciary and legislature to participate in the enterprise fraud prevention system and provide data access to the state comptroller as permitted by state law, rule, or regulation.

Amends section 2803 of the public authorities law to require state authorities to provide data access to the state comptroller in accordance with applicable state and federal law when the comptroller applies the electronic data analytical enterprise fraud prevention system to those authorities.

Changes the effective date of the underlying 2014 fraud prevention legislation from immediately to 120 days after it becomes law, while authorizing regulatory implementation during this period.

Sections 1, 2, and 3 of this act take effect on the same date as the underlying 2014 fraud prevention law.
