Creates a new Section 389 in Vehicle and Traffic Law providing immunity from civil liability for persons who forcibly enter a locked motor vehicle to remove an unsupervised or unattended child under age eight in an emergency

Requires the person acting to determine the vehicle is locked, have a reasonable belief the child is in imminent danger requiring immediate action, and use only the force necessary to enter the vehicle and remove the child

Mandates that the person contact law enforcement, fire department, or 911 prior to forcible entry or as soon as reasonably practicable, and remain with the child in a safe location until emergency responders arrive

Limits immunity to emergency removal assistance only and does not authorize rendering other types of aid to the child beyond removal from the vehicle

Takes effect immediately upon enactment
