Committee on Open Government must identify in its annual report to the Governor and Legislature any state agency that fails to transmit an updated subject matter list

Department of Corrections and Community Supervision exempted from providing free copies to inmates, but must maintain at least one free copy for review in every correctional facility law library

Act takes effect November 1 following enactment, with the Committee on Open Government exempt from reporting non-compliance in its first annual report after the effective date
