Allows children ages 12-18 to receive drug screening as part of annual physical examinations provided by licensed health care professionals, with specific drugs to be determined by the Commissioner of Health.

Protects positive drug screening results from mandatory reporting to child protective services unless evidence of neglect or abuse exists independently.

Requires all health insurance policies issued or delivered in New York to cover drug screening without deductibles, coinsurance, or copayments.

Prohibits disclosure of drug screening results to any party without written consent from the child's parent, or from the child if age 16 or older.

Takes effect 90 days after enactment; insurance coverage provisions apply to policies issued, modified, or renewed on or after the effective date.
