Creates a State Division of AIDS Services within the Office of Temporary and Disability Assistance to provide benefits and services to persons infected with HIV, with clinical/symptomatic HIV illness, or with AIDS who request assistance.

Requires the Commissioner to provide intensive case management (caseload ratio not exceeding 1 caseworker to 25 family cases or 1 to 34 overall cases) and transportation and nutrition allowances to eligible persons meeting Medicaid income requirements.

Mandates provision of medically appropriate transitional and permanent housing, Medicaid, long-term care services, personal care services, food stamps, preventative services including rent subsidies, financial benefits, and other health-related services to eligible persons.

Establishes procedural requirements including immediate receipt upon application, 20 business day maximum for benefit provision when no other statute applies, eligibility recertification limits, home or hospital visits for applicants, and a Bill of Rights for persons with HIV/AIDS.

Requires quarterly and annual reports to state leaders on requests for benefits, processing times, staffing levels, case closures, fair hearing requests, and other performance metrics, and establishes an 11-member advisory board with at least six members who are eligible for benefits.
