Repeals Article 240 of the Criminal Procedure Law and replaces it with a new Article 245 establishing comprehensive criminal discovery procedures with two-phase disclosure obligations for the prosecution.

Phase One discovery (within 15 calendar days of arraignment) requires prosecution to disclose police reports, defendant statements, witness lists with contact information, search warrants, and exculpatory evidence known to prosecutors.

Phase Two discovery (within 90 calendar days of arraignment) requires prosecution to disclose grand jury transcripts, additional police reports, witness statements, expert reports, criminal histories, and evidence of witness inducements.

Establishes reciprocal discovery obligations for defendants within 30 days of prosecution's certificate of compliance, requiring disclosure of defense witness information, statements, expert reports, and physical evidence intended for trial.

Creates protective order procedures allowing courts to restrict witness contact information disclosure in violent felony cases and establishes specific remedies for discovery violations including continuances, adverse inferences, witness preclosure, or mistrial.
