Amends Vehicle and Traffic Law Section 1144 to explicitly authorize drivers to disobey traffic-control devices or signals when necessary to yield right of way to authorized emergency vehicles, provided the driver exercises reasonable care.

Modifies Sections 1110, 1111, 1113, and 1116 to reference Section 1144 as an authorized exception to traffic-control compliance requirements.

Requires municipalities operating traffic-control signal photo violation monitoring devices to establish a review program to void notices of liability when a violation was committed to yield to an emergency vehicle.

Requires municipalities to include space on violation notices allowing owners to indicate the violation was authorized by Section 1144, triggering automatic review for potential dismissal.

Takes effect January 1 following enactment.
