Requires each SUNY and CUNY institution to appoint a designated employee with a bachelor's degree in nursing, psychology, or social work to coordinate Title IX compliance and manage a searchable database of all sexual assault complaints, investigations, and resolutions.

Mandates the searchable database be posted on each institution's student life webpage with a direct link from the homepage, accessible between September 1 and May 1 each year.

Requires the SUNY Chancellor to develop and distribute a standardized anonymous survey on on-campus sexual assault incidents to be administered at each SUNY institution mid-semester.

Requires the CUNY Chancellor to develop and distribute a standardized anonymous survey on on-campus sexual assault incidents to be administered at each CUNY institution mid-semester.

Suspends administrative and operations funds for institutions failing to comply, excluding funds allocated for student services and faculty salaries.
