City Planning Commission gains authority to regulate and restrict locations of supportive housing facilities and social services centers, and set conditions for lease or operation renewals

Operators must file notice with City Planning Commission and community board before establishing or renewing any facility serving 10+ residents or 50+ daily non-resident clients with mental illness, trauma, substance dependency, chronic illness, or homeless/abused populations

City Planning Commission must hold a public community forum between 45-90 days after notice, with at least 20 days advance notice to affected community, to assess facility impact and concentration in the neighborhood

Commission has 60-90 days after the forum to approve, modify, deny, or suggest alternative location for the facility; denied applicants cannot reapply for the same or similar facility type for two years

All provisions apply to both new facilities and lease/operation renewals; facilities cannot operate without commission authorization and compliance with the notification and forum requirements
