Adds definition of "power purchase agreement" to Energy Law: an agreement where a third-party owner generates electricity from net metering-eligible energy technology and sells it to a school district or municipality at agreed price, volume, and duration.

Authorizes school districts to enter into power purchase agreements with contract duration not exceeding the reasonably expected useful life of the energy facilities or equipment involved.

Classifies payments from school districts under power purchase agreements as ordinary contingent expenses.

Allows school districts to lease or license school property for construction and operation of energy facilities under power purchase agreements, subject to voter approval where required under Education Law Article 41.

Requires compliance with General Municipal Law sections 103 and 109-B for procurement of power purchase agreements and directs the Commissioner of Education to develop rules for building permits and operational safety for net metering energy technologies.
