Establishes the New York Propane Education and Safety Act, creating a framework for a New York Propane Education and Safety Council to develop propane safety and education programs.

Authorizes the Council to levy an assessment of no more than 0.1 cent per gallon of odorized propane sold to fund safety research, education, training, and consumer protection initiatives.

Requires referendum approval by producers and retail marketers (two-thirds vote in each class) to establish the Council, with provisions allowing termination or suspension by majority vote.

Mandates that liquefied petroleum gas installers, inspectors, and service personnel complete specific training modules from the Propane Education and Research Council's Certified Employee Training Program beginning July 1, 2016.

Imposes civil liability for propane system work performed without required training and establishes false claims of training qualifications as a deceptive trade practice subject to enforcement action.
