Prohibits purchase, use, or storage of multi-component compounds advertised and sold together with instructions to create detonation or combustion devices without a certificate from the commissioner of labor.

Requires applicants to submit identification information, purpose and location of use, photographs, fingerprints, and personal references; fingerprints must be submitted for state criminal history checks and may be submitted for federal checks.

Commissioner must investigate applicant eligibility before issuing certificates, which are valid for at least one year and may include personal interviews and safety knowledge examinations.

Sets a minimum certificate fee of fifty dollars and requires the commissioner to notify the municipality where the certificate holder resides or operates within thirty days of issuance.

Prohibits sale or delivery of such multi-component compounds to individuals under eighteen years of age and prevents minors from obtaining certificates under this section.
