Amends election law to allow qualified voters to apply for absentee ballots electronically in addition to existing application methods.

Requires the Board of Elections to establish a system for electronically transmitting absentee ballot applications to eligible voters.

Applicants must enter verifying information into the electronic system to obtain and submit the absentee ballot application form.

Once verified, the application form is electronically transferred to the applicant, who can then electronically submit it back to the Board of Elections.

Takes effect immediately upon enactment.
