Defines "autism" for education and mental hygiene law purposes and "autism spectrum disorder" for insurance law purposes to include diagnoses under both DSM-IV TR and DSM-5 diagnostic manuals

Ensures individuals diagnosed with autistic disorder, Asperger's disorder, Rett's disorder, childhood disintegrative disorder, or PDD-NOS under DSM-IV TR criteria retain their rights and entitlements during the transition to DSM-5

Preserves eligibility for benefits and state services for individuals who qualify under either diagnostic standard

Takes effect immediately and expires three years after enactment
