Amends General Municipal Law Section 92-a to require public corporations to provide written notice to retired officers, employees, and their families 90 days before authorizing health insurance contracts or amendments.

Notice requirement does not apply when health insurance contracts are negotiated as part of employee organization collective bargaining under Civil Service Law Article 14, in which case notice must be given when the contract becomes binding.

Public corporations may satisfy notice requirements by either providing the full contract text and financial information, or providing general terms with a secure website location where retirees can access complete contract documents and cost information.

Financial information to be disclosed includes the cost of the proposed contract or plan to the public corporation and the cost to covered retirees and their families.

Act takes effect immediately and applies to all health insurance contracts, renewals, modifications, or amendments entered into on or after the effective date.
