Amends Energy Law Section 16-106 to exclude consumer audio and video products from mandatory energy efficiency standards initially, instead requiring a study by January 31, 2017.

Directs the Secretary of State, in consultation with the President, to study whether energy performance standards for consumer audio and video products should be established, considering electricity usage, product availability, manufacturing costs, innovation, product convergence, features, and consumer/environmental benefits.

Permits the Secretary to adopt regulations establishing energy performance standards for consumer audio and video products on or before January 31, 2017, based on study recommendations.

Maintains existing provisions requiring a study on incandescent reflector lamps with a deadline of January 1, 2008 for adopting standards if determined appropriate.

Specifies that no energy efficiency performance standard becomes effective for any product less than 180 days after it becomes final.
