Veterinarians may count free spaying and neutering services as self-instructional continuing education, provided such services are performed at appropriately equipped and staffed practices, facilities, or properties.

The Department of Education may offset up to three hours of the required continuing education by crediting free spaying and neutering services at a rate of one-half hour of education credit per one hour of services rendered.

Eligible organizations for partnering include municipalities, incorporated SPCAs, humane societies, and animal protection associations, or entities eligible under Agriculture and Markets Law section 117-a.

Veterinarians must provide follow-up care for any post-operative complications arising within 24 hours of surgery and complete core requirements established by the Department.

The act takes effect 90 days after becoming law.
