Establishes a statewide missing person locator system ("Avonte's Law") to help locate lost vulnerable and aging persons, to be implemented in every county in New York State.

Requires the Office of Mental Health, Office for People with Developmental Disabilities, Department of Health, and State Police to make personal locator devices (bracelets) available at cost to vulnerable and aging persons in their care, with state subsidies for those unable to afford the devices.

Mandates that locator devices use radiodetermination technology rather than GPS or satellite navigation systems.

Authorizes State Police and local law enforcement to approve private organizations to distribute locator devices to vulnerable and aging individuals.

Takes effect 180 days after enactment, with authorization for agencies to promulgate necessary rules and regulations immediately.
