Creates a 120-day warning period before municipal or health agencies can issue monetary fines to congressionally chartered veterans' organizations for violations at their facilities, allowing time to cure the violation.

Permits veterans' organizations to request written extensions beyond the 120-day period if they can demonstrate attempts to cure the violation during the initial period.

Exempts imminent life-threatening building code or health code violations requiring emergency facility closure from the warning period requirement.

Does not apply to violations of the Alcoholic Beverage Control Law.

Defines "congressionally chartered veterans' group" as any veterans' organization chartered by the United States Congress under Title 36 of the United States Code.
