Requires municipalities, nonprofits, public corporations, and charitable organizations seeking financial assistance for homeless projects to notify the local planning board within 30 days of application and provide project information.

Mandates that local planning boards promptly schedule and conduct public hearings on proposed homeless projects pursuant to existing municipal hearing procedures under general city law, town law, village law, or New York City Charter.

Adds proposed homeless projects to the list of housing and urban renewal plans subject to City Planning Commission review under New York City Charter Section 197-c.

Requires new shelters replacing existing shelters to comply with New York City Charter sections 85 and 197-c and Social Services Law provisions regarding local planning board review and public hearings.

Effective immediately upon enactment.
