Allows out-of-state firefighters with a second residence or military service in New York to volunteer on an ongoing basis with local fire companies or departments for emergency services, ambulance assistance, emergency response, and training.

Requires fire companies or departments to verify that out-of-state applicants meet minimum certifications for active members and are in good standing with their home fire department before accepting their services.

Grants out-of-state firefighters all powers, rights, privileges, and immunities of New York volunteer firefighters while providing services, but excludes them from service award programs under articles 11-A and 11-AAAA of the general municipal law.

Prohibits out-of-state firefighters from receiving presumptive health coverage benefits including lung disease coverage (Volunteer Firefighters' Benefit Law section 11-c) and heart disease coverage (section 61), or other presumptive health and death benefits.

Requires fire companies or departments to provide written notice to out-of-state applicants explaining their benefit exclusions and obtain their acknowledgment of receipt before acceptance.
