Expands the annual financial disclosure filing requirement to apply to individuals who held qualifying positions for any portion of the calendar year, regardless of whether they still hold the position on May 15th

Requires statewide elected officials, state officers and employees, legislators, legislative employees, political party chairmen, and candidates for statewide office or legislature to file disclosure statements

Filing requirement applies even if the individual is no longer in office, employed, serving as a candidate, or otherwise in any such capacity by the May 15th deadline following the year in question

Takes effect immediately upon enactment
