Changes athletic trainer regulation from "certification" to "licensure" system under New York Education Law.

Expands scope of athletic training practice to include performing artists, public protection workers, emergency services personnel, and individuals in adaptive athletics, while prohibiting treatment of chronic neurological diseases except emergent conditions like concussions and spinal injuries.

Requires 45 hours of continuing education during each triennial registration period beginning January 1, 2018, with prorated requirements for initial registrants; exempts first-year licensees and those not engaged in practice.

Increases education requirement from bachelor's degree to master's degree for applicants as of January 1, 2025.

Expands state committee for athletic trainers from five members to six licensed athletic trainers plus one public consumer member, and permits out-of-state licensed athletic trainers to practice in New York for up to 60 days per year for team duties or specific sanctioned events.
