Extends the deadline for the city of Yonkers to issue serial bonds or notes under special provisions from June 30, 2015 to June 30, 2016.

Allows Yonkers to arrange private underwriting of bonds or notes through negotiated agreements, with underwriting compensation provided by negotiated fee or by selling bonds at less than par value plus accrued interest.

Permits private placement sales of Yonkers bonds or notes through negotiated agreements with compensation by negotiated fee if required.

Requires state comptroller approval of the terms and conditions of any such bond or note sales.

Classifies underwriting and private placement costs as preliminary costs under state local finance law.
