Grants allocated based on student enrollment, with the authority determining a per-student dollar amount calculated from available funding and total enrollment across all eligible entities, not to exceed actual costs.

Defines eligible entities as any public or nonpublic elementary or secondary school located in New York State.

Defines school energy devices as technology or equipment identified by the authority in existing programs to increase energy efficiency.

Requires the authority president to develop application guidelines, determine allowable costs, and establish procedures for grant awards for secular energy efficiency purposes only.
