Allows boards of cooperative educational services (BOCES) to fill vacancies by appointment instead of requiring a special election when the vacancy occurs between January 1st and five days before the nomination deadline.

Requires the BOCES to notify all component boards of a vacancy and grant them ten days to object before an appointment can be made at another component board's request.

Appointed members serve until the next annual election of the board of cooperative educational services.

Removes an obsolete provision regarding vacancies occurring between July 1, 1993 and January 1, 1994.

Takes effect immediately upon enactment.
