Expands net metering eligibility to include corporations that own, lease, or operate solar electric generating equipment on property owned or leased by non-residential customers of electric corporations

Increases solar electric generating equipment capacity limits for non-residential customers in cities with a population of one million or more from 2,000 kilowatts to 10,000 kilowatts

Reserves no more than 40 megawatts of net metering capacity in cities with one million or more residents for large solar photovoltaic systems with rated capacity of at least 1,000 kilowatts

Allows customer-generators in cities with one million or more residents to designate net metering credits to up to ten customer accounts on other properties within the same service territory, provided equipment was installed before January 1, 2020 and each account has on-site load of at least 100 kilowatts

Requires electric corporations to carry over remaining net metering credits for up to one year before issuing payment at avoided cost for excess electricity produced
