Requires social services commissioners in districts with insufficient funding to serve all eligible working families under 200% of state income standard to offer a twelve-month work exemption to parents or relatives receiving public assistance who personally care for children under one year of age.

Exemption applies regardless of whether the parent or relative has previously received an exemption under existing law, but does not apply to individuals solely participating in work activities that provide earned income or to the earned income portion of combined work activities.

Mandates social services districts notify the Office of Children and Family Services within ten days when discontinuing or restoring funding to priority groups.

Requires districts to collect and submit data to the commissioner on child care assistance disbursement, geographic distribution, and the number of eligible families denied assistance due to insufficient funding.

Obligates the commissioner to submit annual reports to state leadership beginning August 31 each year, including information on counties that discontinued or restored funding, affected priority groups, and monthly data on denied applications and unserved children.
